# HarborMug first cross-border launch decision

**Approve a gated Canada pilot; do not enable international checkout yet.** Use US self-fulfillment for one SKU, HM-BLUE-001, with a proposed CAD44.80 delivered checkout total, equivalent to USD32 at the supplied exchange rate. Limit the initial cohort to 40 orders over four weeks, then review before accepting the next 10. Keep UK and Australia closed.

The merchant, market scores, competitor observations and costs are synthetic planning inputs, not observed demand or carrier quotes. Dollar amounts below are USD unless a local currency is specified; budgets and operating targets are proposed decisions.

## Business and readiness

HarborMug sells a 500 ml stainless steel insulated mug on Shopify DTC in the US, at $24 with $8 product cost and $4 domestic shipping cost. The two-person team self-fulfills. International delivery is disabled; there are no supplied tax registrations or international carrier account. Budget is $4,000. The $11,520 monthly gross run rate is four times the current week, not an actual monthly result.

| Prerequisite | Assessment and decision |
|---|---|
| Domestic contribution positive | Provisionally supported: $24 − $8 − $4 − $1.20 refund allowance − $3 advertising = $7.80/order, or 32.5% of product gross. Domestic payment fees, packaging, labor and overhead are missing, so this is an upper bound rather than full profitability. |
| Can absorb +20% volume | 120 weekly orders × 4 = 480/month; 20% = 96 extra orders, exactly the stated additional capacity. No spare buffer at that limit. Initial 40 orders use 41.7% of extra capacity and add 8.3% to baseline. |
| Setup budget available | Yes, subject to firm quotes and the staged allocation below. |
| International operating bandwidth | Conditional: assign explicit fulfillment, support and escalation ownership, and measure time on the first cohort. No international handling-time data exists. |
| Product legally sellable | Unresolved: origin, material/food-contact evidence, labeling and local product requirements must be cleared before selling. |
| Landed economics understood | Canada is viable only within a narrow cost envelope. Other destinations leave little room for acquisition costs. |

Current and prior weeks both show 2.5% store conversion, 5% refunds relative to gross and $3 advertising per order. Current gross and orders rose 20%, while sessions and ad spend also rose 20%; there is no demonstrated improvement in conversion or efficiency. Advertising per order is a blended proxy, not verified new-customer CAC. Do not assume Canadian demand will match domestic performance.

## Destination comparison

Scores use the supplied 1–10 favorable scale. Competition and regulation are already expressed as friendliness/ease; do not invert them again. Composite = sum(score × weight).

| Dimension | Weight | Canada | UK | Australia |
|---|---:|---:|---:|---:|
| Market size | 20% | 6 | 8 | 5 |
| Ecommerce penetration | 10% | 7 | 9 | 7 |
| Competition friendliness | 15% | 7 | 5 | 7 |
| Regulatory ease | 15% | 7 | 5 | 7 |
| Logistics | 15% | 9 | 7 | 5 |
| Payments | 10% | 9 | 9 | 9 |
| Cultural proximity | 10% | 9 | 9 | 9 |
| IP protection | 5% | 8 | 9 | 8 |
| **Weighted total / 10** | **100%** | **7.55** | **7.30** | **6.75** |

Canada wins on logistics, cultural proximity and modeled contribution. Its lead over UK is only 0.25 points, so the economic and operational evidence matters more than the rank alone. A two-point downgrade to Canada's regulatory-ease score would reduce its total to 7.25. Resolve compliance rather than treating the score as clearance.

| Market | Delivered price at supplied FX | Supplied competitor examples | Commercial implication |
|---|---:|---|---|
| Canada | CAD44.80 | CAD39 / 4 days; CAD45 / 6 days | Near the higher example price; slow delivery weakens the offer. Validate comparable tax/shipping inclusions before drawing price conclusions. |
| UK | GBP28.80 | GBP24 / 3 days; GBP29 / 5 days | Near the higher example with lower margin and VAT setup burden. Hold as second candidate. |
| Australia | AUD54.00 | AUD44 / 5 days; AUD49 / 8 days | Above both examples with the highest shipping cost. Defer. |

Position the mug around its verified capacity, steel construction and care instructions. Do not invent insulation-duration, leakproof, health or environmental claims. Competitor examples are directional comparisons, not a live competitive survey.

## Landed cost and contribution

The supplied checkout totals include delivery and tax reserves. Apply the skill's landed-cost formula exactly once: product + shipping + duty + tax reserve + insurance + FX + payment + returns. Contribution here is checkout less that total, before acquisition, labor, packaging, overhead and setup. Tax is not subtracted a second time. Actual accounts must separate tax liabilities, recoverable import tax and net sales; this planning margin is not statutory accounting gross margin.

| Component | Canada | UK | Australia | Canada boundary scenario |
|---|---:|---:|---:|---:|
| Checkout | 32.00 | 36.00 | 36.00 | 24.00 |
| Product | 8.00 | 8.00 | 8.00 | 8.00 |
| International shipping | 12.00 | 15.00 | 18.00 | 18.00 |
| Customs duty reserve | 1.00 | 0.00 | 0.00 | 2.00 |
| Tax reserve | 2.00 | 6.00 | 3.27 | 2.00 |
| Insurance | 0.30 | 0.30 | 0.30 | 0.30 |
| FX loss | 0.64 | 0.72 | 0.72 | 1.20 |
| Payment processing | 1.42 | 1.56 | 1.56 | 1.14 |
| Returns provision | 1.60 | 1.80 | 1.80 | 2.40 |
| **Total landed cost** | **26.96** | **33.38** | **33.65** | **35.04** |
| **Contribution/order** | **5.04** | **2.62** | **2.35** | **−11.04** |
| **Contribution/check-out** | **15.75%** | **7.28%** | **6.53%** | **−46.00%** |
| Contribution after $3 acquisition proxy | 2.04 | −0.38 | −0.65 | −14.04 |
| 50-order contribution before acquisition | 252.00 | 131.00 | 117.50 | −552.00 |

The boundary row is a separate downside case, not an instruction to charge $24 at 50 orders. Fifty such orders lose $552 before advertising or fixed costs; reject it. Order count does not fix negative unit economics.

For Canada, $5.04 is the absolute acquisition ceiling before omitted costs. To retain $2/order after acquisition and other incremental costs, their combined ceiling is $3.04. Budget paid acquisition at no more than $2/order initially, leaving $1.04 for packaging, labor and unpriced fees. If those costs exceed that allowance, reduce acquisition spending or stop and reprice. A $3 shipping overrun reduces contribution to $2.04 before advertising and to −$0.96 at $3 acquisition. Do not offer the domestic $5 shipping rate or $50 free-shipping threshold internationally without a fresh basket-level model.

At 40 base-case Canada orders, checkout is $1,280, landed cost $1,078.40 and contribution $201.60 before acquisition; at $2/order acquisition it is $121.60 before omitted costs. This is a learning pilot, not a forecast of setup-cost recovery. A new higher price requires recalculating proportional payment, FX, returns and tax costs rather than simply adding the price increase to profit.

## Fulfillment decision

| Model | Skill benchmark cost/order and transit | HarborMug decision |
|---|---|---|
| Direct from US | $15–40+, 7–21 days generic | Pilot choice; supplied Canada shipping assumption is $12 and requires a firm quote. No overseas inventory commitment. |
| Local 3PL | $5–15, 1–5 days; inbound/storage extra | Defer: volume is unproven; request all-in economics only after pilot validation. |
| Platform fulfillment | $3–12 plus platform fees, 1–3 days | Defer: would add marketplace setup and inventory commitments beyond the DTC pilot. |
| Dropship/POD | Supplier-dependent margin, 5–15 days | Poor fit for the existing stocked branded SKU; no qualified supplier proposal. |
| Consolidation | $8–20, 3–10 days | Evaluate at sustained 50–96 orders/month; batching may delay dispatch. No automatic switch at 50 orders. |

Benchmarks are directional, not available quotes or customer promises. Obtain courier and postal quotes for the packed mug, including dimensional weight, packaging, tracking, fuel/remote-area fees, brokerage, tax collection, insurance and return costs. Prefer a service with a documented delivered-duty-paid or equivalent merchant-paid arrangement and no customer collection on delivery. Confirm importer responsibilities; do not assume a carrier label resolves them.

Alex owns carrier selection and packing/customs SOP. Keep US stock, reserve 40 saleable mugs for the first cohort, dispatch within two business days and log carrier handoff separately from transit. Validate a delivery window using service terms and test shipments before publishing it. Mia owns tracking exceptions and support; Alex approves refunds and exceptions. Use a documented US return route initially and quote its cost; approve returnless refunds case by case where return freight exceeds recoverable value. The 30-day merchant return policy must specify when the window starts, acceptable condition and return-postage responsibility, with mandatory consumer rights preserved.

## Market compliance, payments and localization

### Canada: release-blocking review

Alex commissions a broker/tax review in weeks 1–2. Obtain supplier origin declarations, full materials/coatings specifications and food-contact reports matching this SKU. A qualified reviewer must confirm applicable Canadian food-contact safety, labeling, traceability and recall requirements; determine any testing gap and cost before allocating launch funds. Verify trademark availability/protection before increasing brand investment. Lack of evidence keeps checkout closed.

Have the broker confirm HS classification, customs value, importer of record, origin-based duties and any applicable additional tariffs. US dispatch does not prove US origin. The skill's Canadian de minimis summary needs correction: eligible courier shipments from the US/Mexico may receive duty remission through CAD150 and tax remission through CAD40; eligibility includes entry into US/Mexican commerce and exclusions. Postal rules differ. Do not remove reserves based on checkout price alone. [CBSA courier remission guidance](https://www.cbsa.gc.ca/publications/dm-md/d8/d8-2-16-eng.html).

Have the tax reviewer document whether HarborMug is carrying on business in Canada, GST/HST registration obligations, provincial sales taxes, importer structure and any registrations required. CAD30,000 is not a universal automatic rule for every non-resident sale. Document the correct province-specific checkout and import treatment and prevent duplicate tax collection. [CRA registration guidance](https://www.canada.ca/en/revenue-agency/services/tax/businesses/topics/gst-hst-businesses/when-register-charge.html).

Start with reviewed English-language Canadian destinations; keep Quebec delivery disabled pending French-language and Quebec-specific legal review. This does not eliminate federal bilingual labeling review. Display CAD, 500 ml, 9 × 9 × 19 cm, local address formats and unambiguous dates. Review product page, cart, checkout, delivery exclusions, transactional emails, care and returns together. Test cards and PayPal plus supported express wallets in the existing gateway; confirm actual Canadian acceptance, settlement currency, refunds, chargeback terms and total fees. Do not assume Interac is available to this US merchant. Reconcile CAD receipts to USD settlement weekly; refresh pricing if FX/cost drift breaches the margin gate.

### UK: second candidate, deferred

For a future Great Britain DTC pilot with goods outside the UK and consignments of £135 or less, the overseas seller generally registers, charges and accounts for VAT at sale. Consignment value and the specific goods determine treatment; above £135 normal import rules apply. Shopify DTC should not be assumed to remit as a marketplace facilitator. The supplied $6 reserve equals 20/120 of the $36 inclusive total, but its accounting and tax base still need review. [HMRC direct-sale guidance](https://www.gov.uk/guidance/charging-vat-on-goods-sold-direct-to-customers-in-the-uk).

Before reopening this candidate, commission VAT/registration and customs review, food-contact compliance review, UK consumer cancellation/returns and privacy review, and a delivered carrier quote. Treat Northern Ireland separately. Use GBP, UK English, metric capacity, cards/PayPal and supported wallets. At GBP28.80, compete with verified product details rather than an unsupported faster-delivery promise. Current $2.62 contribution before acquisition does not support the domestic $3 advertising proxy.

### Australia: deferred

Review GST obligations based on relevant Australian GST turnover: overseas sellers meeting the A$75,000 registration threshold generally collect GST on eligible low-value goods of A$1,000 or less. Registration method and eligibility need tax review; do not assume every overseas seller must obtain an ABN through the same process. [Australian Government GST guidance](https://business.gov.au/registrations/register-for-taxes/register-for-goods-and-services-tax-gst), [Australian Border Force low-value goods guidance](https://www.abf.gov.au/importing-exporting-and-manufacturing/importing/cost-of-importing-goods/gst-and-other-taxes/gst-on-low-value-goods?rcCode=4597).

A later launch needs food-contact/product safety and Australian Consumer Law review, landed freight and returns quotes, AUD display, Australian English and metric units. Start payment evaluation with cards, PayPal and supported wallets; add BNPL only if its fees fit contribution. AUD54 is already above the supplied examples, while the $18 shipping assumption leaves only $2.35 before acquisition. Do not fund this market now.

## Draft Canadian customer copy

English is appropriate for the proposed English-language pilot; the brief specifies no other target language. The following product copy is ready for internal review. Shipping and returns text remains conditional on the operational approvals below.

> **HarborMug 500 ml Insulated Mug — Blue**
> A 500 ml stainless steel insulated mug. Dimensions: 9 × 9 × 19 cm. Hand-wash only. Not microwave safe.

Proposed price display after checkout validation:

> **CAD44.80 delivered**
> Includes delivery and applicable taxes and duties for eligible pilot destinations. Enter your delivery address to check availability.

Publish that price statement only when the broker and checkout tests confirm all charges are covered at that total. If province-specific tax changes the total, revise both pricing and copy before enabling checkout. Do not promise tax inclusion that the service cannot deliver.

Conditional delivery/returns draft:

> Orders dispatch from the United States within two business days. Your estimated delivery window is shown at checkout. Tracking is sent after dispatch.
> Need to return your mug? Contact us within 30 days of delivery for review and return instructions. Please wait for approval before sending it back. Your statutory rights are unaffected.

Before publishing, Mia adds the approved delivery window, service exclusions, return address process, return-postage responsibility and refund timing following legal review. No live store changes have been made.

## Staged budget and ownership

These are spending ceilings, not vendor quotes. Alex controls the $4,000 envelope and records commitments before releasing each stage. Existing team time is not separately funded; actual incremental handling costs must still enter contribution.

| Stage | Allocation | Ceiling | Release condition / owner |
|---|---|---:|---|
| 1: readiness, weeks 1–2 | Tax/customs/product evidence review $650; carrier tests and packing validation $250; localization/checkout/returns review $200 | $1,100 | Approve research now; Alex accountable, Mia supports copy and service testing. |
| 2: first 40 orders, weeks 3–6 or after clearance | Working capital $1,200; acquisition $80; support/returns contingency $220 | $1,500 | Alex signs evidence, service, checkout and margin gates. Mia operates order/support log. |
| 3: next 10 and controlled continuation | Working capital $700; incremental review/optimization $200 | $900 | Release only after first-cohort review; Alex approves, Mia verifies service results. |
| Uncommitted reserve | Compliance, claims or carrier-cost overruns | $500 | Alex approval; never use reserve to conceal negative unit economics. |
| **Total** | | **$4,000** | No second-market allocation. |

Working capital includes COGS, shipping and settlement/remittance timing, not an extra per-order expense. At $26.96 modeled landed cost, 40 orders require $1,078.40, within the $1,200 first-cohort allowance. The returns provision is already in landed cost; the additional contingency is a liquidity buffer, not a second deduction in unit economics. If testing or registration quotes exceed stage 1 plus available reserve, pause and revise scope; do not sell before compliance is cleared.

## Release, stop and expansion rules

**This week:** Alex requests supplier evidence, packed-dimension carrier quotes and tax/broker scope; Mia drafts the customer-service, tracking and returns procedures and tests the CAD shopping journey in a non-live environment. Together reconcile domestic omitted costs and allocate hours for the 40-order cohort. No launch date overrides a missing approval.

**Before first sale:** require documented product clearance and origin/HS review, registrations where required, all-in shipping and returns terms, correctly tested tax/payment/refund flows, approved customer copy, and modeled contribution at least $5/order before acquisition with at least $2/order after acquisition and incremental handling costs. Missing clearance or unpriced brokerage is a no-go.

**During the first cohort:** Mia maintains an order-level ledger of checkout, tax, carrier/broker invoice, FX, payment fees, packaging/labor, refunds and acquisition attribution. Review weekly with Alex; reconcile reserves to actual liabilities and retain shipment and refund evidence. Track dispatch, delivery, exceptions, support time and domestic backlog separately.

| Metric | Baseline | Pilot decision threshold |
|---|---|---|
| International orders | 0 | 40 first-cohort maximum; authorize next 10 only after review |
| Dispatch within 2 business days | Domestic promise only; actual not supplied | At least 95% |
| Delivery within approved checkout window | Not measured | At least 90% of delivered orders |
| Unexpected recipient charges | Not measured | Zero; pause affected route on first occurrence |
| Contribution after acquisition and incremental handling | Not measured internationally | At least $2/order, with returns allowance retained |
| Acquisition cost | Domestic blended proxy $3/order | Pilot paid-spend ceiling $2/order; do not spend the $80 without attributable orders |
| Refund/returns cost | Domestic refunds 5% of gross | Canada reserve $1.60/order; reprice or pause if expected cost exceeds this without margin headroom |
| Support first response | Not supplied | Within 1 business day; workload must fit assigned hours |
| Capacity | 96 extra orders/month stated | Initial 40; later cap 80/month to retain 16-order buffer |

Pause sales immediately for product safety concerns, missing legal requirements, customer import-charge surprises or inability to honor the stated service. Pause acquisition and reconcile costs if any weekly cohort has negative realized contribution, or if the rolling cohort falls below $2/order after incremental costs. Investigate any dispatch/delivery threshold breach or domestic backlog before accepting further volume. Stop the pilot if the revised quote, price or operating plan cannot restore the gates inside the remaining budget.

After the first 40, wait for delivery evidence and account for open returns before releasing the next 10. Require a full 30-day return window after the last delivered order, or maintain a conservative unresolved-claims reserve before final economic approval. Fifty orders are a learning checkpoint, not proof of stable demand.

In months 3–6, expand only within Canada, initially to at most 80 orders/month, after two consecutive reconciled monthly cohorts meet contribution and service thresholds, no unresolved compliance gaps remain, and domestic performance holds. Compare direct shipping with consolidation using full costs and delay effects; evaluate 3PL only with inbound freight, storage, pick/pack, inventory and tax costs included. Exceeding 96 additional orders requires documented capacity investment. In months 6–12, revisit UK only when Canada funds its ongoing operating costs and there is a separate approved setup budget. Do not adopt a generic 200-order scaling milestone that exceeds this team's capacity.

The decision-changing gaps are product/origin documentation, applicable Canadian tax/importer treatment, firm delivered shipping and return costs, and incremental labor/packaging costs. Until those are resolved, Canada is the best candidate for preparation, not an approved live destination.
